You must ensure that the team member has the Task Display Size (see here) option checked in Account Settings – Look and Feel in order for both the size and adjustment arrows to appear.

Please bear in mind that it can take up to ten minutes from when this option is enabled for it to appear across all of the tasks in the other user’s account, the same as when changing some other options on that settings page.
